Skills Standards
 
Skills standards under NSRS are developed in collaboration with industry. They are field-tested before endorsement by the Industry Skills Standards Committee.

Skills StandardBefore skills standards are developed for an industry, a functional map is drawn up. This map analyses the critical functional areas of the industry and identifies key job functions and units of competence. Based on their criticality, skills standards are developed for specific units of competence.

Depending on the level of complexity, each unit of competence generally requires between 40 and 120 hours of learning. The learning can be through on-the-job training, class or workshop training sessions and/or independent study via the print or electronic medium. Each skills standard stipulates the

  • Performance criteria for the tasks within the unit of competence
  • Range of situation under which the tasks should be performed
  • Underpinning knowledge required to perform the task
  • Behavioural evidence that shows competent performance

Work performance standards are classified by the NSRS into three independent levels according to the range, complexity and responsibility for work activities.

Level Competence Example
NSC 3 Competence in the performance of a range of varied work activities, most of which are routine and predictable. Waiter performing a table or tray service
NSC 2 Competence in the performance of a significant range of varied work activities performed in a variety of contexts, some of which are complex or non-routine. There is some individual responsibility or autonomy, and collaboration with others. Waiter performing buffet service
NSC 1 Competence in the performance of a broad range of varied work activities performed in a wide variety of contexts, most of which are complex or non-routine. There is considerable responsibility and autonomy, and control or guidance of others. Restaurant captain ensuring service reliability for customers
