The NSRS was officially launched on 5 September 2000 by Dr Lee Boon Yang, then Minister for Manpower. Implementation of the programme began in 2001.

The target of the NSRS is to develop 1,000 skills standards in 75 industries and assess 300,000 workers (about one-fifth of the resident workforce) by April 2005.

The progress of the NSRS as at 31 March 2005 is:
